On Thursday August 21st 2014 I ordered on line the video “WordPress for Beginners” from HPK ProductionsSo at 2 pm Irish time on Saturday August 23rd I sent this email, marked Last Chance: – ‘Hi, I have written to you twice already politely asking you to send me the downloadable link for “WordPress for Beginners”, which I purchased from you two days ago. If I do not receive a communication from you within the next five hours, I shall lodge a complaint with Paypal.

On August 23rd I sent the following email: – “It’s over twenty hours later I am still awaiting a reply. I have 45 days from the date of the transaction to open a dispute in the PayPal Resolution Centre.
As we are now into a weekend and I am dealing with a family-run company and because of the time difference between Ireland and America, I shall take no further action until Tuesday August 27th.” (I meant Tuesday 26th)
Today, as it is Tuesday, I took up the matter with PayPal’s Resolution Centre and through that medium sent a message to the vendors asking them to contact me if they have been on vacation.
I can escalate this dispute to a claim any time between 28/08/2014 13:54 Irish Time and 15/09/2014 14:52 Irish Time.
PayPal said, “By opening a dispute in the Resolution Center, you will be working directly with the seller to resolve this issue. We will email you when the seller posts a response. Most of the time, disputes can be resolved quickly and amicably in the Resolution Center. You’ll be able to review the dispute details, communicate with the seller, or ask PayPal to decide the outcome of the case by filing a claim.”
I shall give it time.
